A common approach to quantum physics is enshrouded in a jargon which treats state vectors as attributes of physical systems and the concept of state preparation as a filtration scheme wherein a process involving measurement selects from a primordial assembly of systems those bearing some prescribed vector of interest. By contrast, the empirical experiences with which quantum theory is actually concerned relate measurement and preparation in quite an opposite manner. Reproducible preparation schemes are logically and temporally anterior to measurement acts. (...) Measurement extracts numbers from systems prepared in a specified manner; these data are then regularized by the theory by means of a state concept which is in turn used to characterize succinctly the given mode of preparation. The present paper offers, in a simple spin model, a method for determining the quantum state that represents any reproducible preparation. (shrink)

When the state of a physical system is not fully determined by available data, it should be possible nevertheless to make a systematic guess concerning the unknown state by applying the principles of information theory. The resulting theoretical blend of informational and mechanical constructs should then constitute a modern structure for statistical physics. Such a program has been attempted by a number of authors, most notably Jaynes, with seeming success. However, we demonstrated in a recent publication that the standard list (...) of so-called “mutually exclusive and exhaustive” quantum states that is commonly employed by these authors is in fact not exhaustive. It follows that the information-theoretic foundations of quantum statistics must be reformulated. The present paper discusses the fundamental problems involved and establishes a format for the correct application of information theory to quantum mechanical situations. (shrink)

A theorem is derived that enables a systematic enumeration of all the linear superoperators ℒ (associated with a two-level quantum system) that generate, via the law of motion ℒρ= $\dot \rho$ , mappings ρ(0) → ρ(t) restricted to the domain of statistical operators. Such dynamical evolutions include the usual Hamiltonian motion as a special case, but they also encompass more general motions, which are noncyclic and feature a destination state ρ(t → ∞) that is in some cases independent of ρ(0).

When quantum scattering theory is applied strictly from the point of view that the state of a system is completely described by the density matrix, whether pure or mixed, it is not possible to assume that colliding particles are at all times individually in pure states. Exact results are significantly different from conventionally accepted approximations. In particular, it turns out that the cross section as ordinarily defined in theS-matrix formalism is an adequate parameter for deciding the outcome of interactions only (...) when the particles are carefully prepared in matching pure states. In general the use of the cross section in studying pair collisions in a real gas is shown to be analogous to a repeated “collapse of the wave function” after each collision, and involves arbitrary removal of nondiagonal elements of the density matrix, thus violating the basic laws of quantum dynamical evolution. Part I of the present work outlined the rigorous application of information theory to a quantum mechanical system in a thermodynamic equilibrium state. The general formula developed there for the best-guess density operator $\hat \rho$ was indeterminate because it involved in an essential way an unspecified prior probability distribution over the continuumD H of strong equilibrium density operators. In Part II mathematical evaluation of $\hat \rho$ is completed after an epistemological analysis which leads first to the discretization ofD H and (...) then to the adoption of a suitable indifference axiom to delimit the set of admissible prior distributions. Finally, quantal formulas for information-theoretic and thermodynamic entropies are contrasted, and the entire work is summarized. (shrink)

This note, in rejoinder to a paper by Newton critical of our analysis of certain limitations of quantum scattering theory, seeks to acknowledge and to clarify the disparate interests of the two conflicting articles.

Here, we offer concrete illustrations of the state determination method developed abstractly in Part I of this work. Quorums are found for finite-dimensional magnetic multipole problems as well as for the harmonic oscillator with an energy cutoff. There is, in addition, a discussion of general procedures for empirically distinguishing pure states from mixed states.

We believe that clinical ethics consultants (CECs) should offer advice, options, and recommendations to attending physicians and their teams. In their article in this issue of The Journal of Clinical Ethics, however, Kornfeld and Prager give CECs a somewhat different role. The CEC they describe may at times be more aptly understood as a medical interventionist who appropriates the roles of the attending physician and the medical team than as a traditional CEC. North Korea is under strict UN economic sanctions because it violated UN policy in its development of nuclear weapons and long range missiles as well as for its militant rhetoric. South Korea and Japan, as close allies of the USA, are unsure of the future. Is there a way to bring some peace and stability to the Korean peninsula? Some argue that this is a hopeless task as long as the current leadership of North Korea is in power. This article (...) takes a more positive stance and outlines a possible way forward. The study, following the position of the Heidelberg Institute for International Conflict Research, assumes that the conflict is at root one over ideology and power. The leadership of North Korea understands itself as “a revolutionary and socialist state” and is determined to continue to control the country through a rigorous and sometimes brutal government oversight of the culture. Although poverty and hunger are widespread, the people have little opportunity to be heard. What if the leaders of North Korea were persuaded that they could gain legitimacy through developing a dynamic economy that brought flourishing to their people and respect by fellow-nations in the global village? The article proposes to start this new adventure by developing enterprise zones in the North that would bring jobs and food to hundreds of thousands of North Koreans. To begin this project, there would need to be dramatic steps toward denuclearization on the part of the North in order to relax the UN economic sanctions. Is it possible? The identification of a set of mutually exclusive and exhaustive propositions concerning the states of quantum systems is a corner stone of the information-theoretic foundations of quantum statistics; but the set which is conventionally adopted is in fact incomplete, and is customarily deduced from numerous misconceptions of basic quantum mechanical principles. This paper exposes and corrects these common misstatements. In previous publications we have criticized the usual application of information theory to quantal situations and proposed a new version of information-theoretic quantum statistics. This paper is the first in a two-part series in which our new approach is applied to the fundamental problem of thermodynamic equilibrium. Part I deals in particular with informational definitions of equilibrium and the identification of thermodynamic analogs in our modified quantum statistics formalism.

A.P. Martinich's interpretation that in Leviathan Thomas Hobbes believed that the laws of nature are the commands of God and that he did not rely on the Bible to prove this has been criticized by Greg Forster in this journal (2003). Forster uses these criticisms to develop his own view that Hobbes was insincere when he professed religious beliefs. We argue that Forster misrepresents Martinich's view, is mistaken about what evidence is relevant to interpreting whether Hobbes was sincere or not, (...) and is mistaken about some of Hobbes's central doctrines. Forster's criticisms are worth discussing at length for at least three reasons. He takes the debate about Hobbes's sincerity to a new level of sophistication; his misinterpretations of Hobbes may become accepted as correct; and his criticisms raise issues about the proper method of interpreting historical texts. To honor Henry Margenau on the occasion of his 90th birthday, we attempt in this essay to integrate certain aspects of the physics, philosophy, and pedagogy of quantum mechanics in a manner very much inspired by Margenau's idealist scientific epistemology. Over half a century ago, Margenau was perhaps the first philosopher of science to recognize and elaborate upon the essential distinction between thepreparation of a quantum state and themeasurement of an observable associated with a system in that state; yet in (...) contemporary quantum texts that distinction rarely receives adequate emphasis even though, as we demonstrate, it may be explicated through a series of simple illustrations. Here Heidegger sought to show how evil is no mere human quality but a constitutive feature of the essence of man. The argument revolves around a reformulated version of the difference between “ground” and “existence,” where the former signifies the dark embryonic latency of being or god, while the latter denotes God’s fully revealed manisfestation in (...) his creation. The self-willing of man elevates itself to the point where it wills to determine its own unity of ground and existence. Evil arises from the rebellion of ground against existence and vice versa, resulting in a profound ontological perversion. Racial earnings inequalities in the United States diminished significantly over the three decades following World War II, but since then have not changed very much. Meanwhile, black—white disparities in employment have become increasingly pronounced. What accounts for this historical pattern? Sociologists often understand the evolution of racial wage and employment inequality as the consequence of economic restructuring, resulting in narratives about black economic fortunes that emphasize changing skill demands related to the rise and fall of the industrial economy. Reviewing a (...) large body of work by economic historians and other researchers, this article contends that the historical evidence is not consistent with manufacturing- and skills-centered explanations of changes in relative black earnings and employment. Instead, data from the 1940s onward suggest that racial earnings inequalities have been significantly influenced by political and institutional factors—social movements, government policies, unionization efforts, and public-employment patterns—and that racial employment disparities have increased over the course of the postwar and post-1970s periods for reasons that are not reducible to skills. Taking a broader historical view suggests that black economic fortunes have long been powerfully shaped by nonmarket factors and recenters research on racial discrimination as well as the political and institutional forces that influence labor markets. UK-based research conducted within a healthcare setting generally requires approval from the National Research Ethics Service. Research ethics committees are required to assess a vast range of proposals, differing in both their topic and methodology. We argue the methodological benchmarks with which research ethics committees are generally familiar and which form the basis of assessments of quality do not fit with the aims and objectives of many forms of qualitative inquiry and their more iterative goals of describing social processes/mechanisms and (...) making visible the complexities of social practices. We review current debates in the literature related to ethical review and social research, and illustrate the importance of re-visiting the notion of ethics in healthcare research. (shrink)

This paper develops a method for extracting from data the quantum theoretical state representation belonging to any reproducible empirical scheme for preparing a physical system, provided only that at least one observable has its possible values limited to a finite set. In Part I, we formulate a general systematic procedure, based on the concept of irreducible tensor operators, for the selection of sets of observables sufficiently large to permit the unambiguous determination of an unknown quantum state.

Within any organization (e.g. a hospital or clinic) the perception of the way things operate may vary dramatically as a function of one’s location in the organizational hierarchy as well as one’s professional discipline. Interorganizational variability depends on organizational coherence, safety, and stability. In this four-nation (Canada, Ireland, Australia, and Korea) qualitative study of 42 nurses, we explored their perception of how ethical decisions are made, the nurses’ hospital role, and the extent to which their voices were heard. These nurses (...) suggested that their voices were silenced (often voluntarily) or were not expressed in terms of ethical decision making. Finally, they perceived that their approach to ethical decision making differed from physicians. (shrink)
